Request from the Baltimore-Washington Annual Conference for a Declaratory Decision on the Meaning, Application, and Effect of the 2004 Discipline to its Revised Plan of Structure.

During the 2005 session of the Baltimore-Washington Annual Conference, the Conference Commission on Planning, Research and Evaluations presented a comprehensive organizational plan for approval. The organizational plan was approved. In adopting the plan, the Conference also voted to submit the plan to the Judicial Council for a declaratory decision. The Judicial Council does not have jurisdiction. The request does not cite a specific paragraph of the Discipline on which the Judicial Council may issue a declaratory decision as to its meaning, application and effect.
