During a session of the Pacific and Southwest Annual Conference on June 18, 1980 Bishop Charles F. Golden ruled:
That if the Conference amends its budget after the budget is apportioned to local churches in such a manner that funds apportioned for one purpose would in fact be used for a different purpose, then the Conference must submit to the local churches apportionments revised accordingly.

This ruling was in conformance with a provision of the 1976 Discipline which was deleted by the 1980 General Conference.

The ruling is affirmed.
