On May 26, 1989, The Missouri East Annual Conference ratified plans to purchase a parsonage for a staff member; the Annual Conference then requested the Judicial Council for clarification on the process for purchasing property under 2515.

Par. 2515 details the procedure that an Annual Conference must follow in order to sell or to encumber its properties and does not, nor does any other paragraph of the Discipline, provide any guidelines for the acquisition of properties. In that the Annual Conference has ratified the plans to purchase the property, the question raised by the petition from the Annual Conference is now moot.
