The question referred to the Judicial Council on April 25, 1980 (DCA, page 938, column 1-2) was whether both sides were adequately represented in the presentation of action taken in the General Conference on April 24, 1980, in light of Rule No. 35. We find this to be a question of parliamentary procedure. Delegates had an opportunity prior to and during the vote to raise a point of order with the chairperson.

The Judicial Council does not have jurisdiction.
