The Judicial Council does not have jurisdiction to consider this request. The request for a ruling from Bishop Cornelius L. Henderson was transmitted by mail on October 30, 1997, a time when the Florida Annual Conference was not in session. Par. 2613 of the 1996 Discipline requires that the question must be presented in writing during the regular business of a session of the Annual Conference. Any decision rendered by a bishop on a question not properly presented is null and void.
