Review of Bishop's Ruling in the Western North Carolina Annual Conference on Whether the 1999 Session of the Annual Conference Is Bound by the Rules of Order and Procedure Adopted by a Previous Annual Conference Where the Rules Purport to Set Standing Rules for All Future Annual Conferences.


The Judicial Council does not have jurisdiction to review this decision. Par. 2613 clearly states that the Judicial Council shall review "decisions of law made by bishops. . .." The question asked of Bishop Charlene P. Kammerer was a question of parliamentary procedure, not a question of law (Decision 799). There is no provision in the Discipline that authorizes the Judicial Council to assume jurisdiction to consider any parliamentary ruling.
